What it is
Youth & Family Wraparound brings the people and services around a young person into one coordinated plan. Fresh Start USA helps reduce gaps between agencies, caregivers, family members, and community resources so youth can move toward stability with consistent support.

Youth ages 24 and under in foster care, group homes, residential care, probation, or mental-health systems
Foster parents, caregivers, biological family members, and guardians
Caseworkers, probation officers, service providers, and partner agencies seeking coordinated support
How Fresh Start helps
